As an international group of laboratories Eurofins is providing testing and support services to all industries affected by REACH. The Eurofins REACH Task Force is a service providing group with its main expertise in laboratory testing services for REACH, offered by the Eurofins companies BSL BIOSERVICE Scientific Laboratories GmbH, the Eurofins Agroscience Services GmbH and Eurofins Product Testing A/S. This includes the full portfolio of laboratory testing services for toxicology and ecotoxicology as well as physico-chemical properties of substances.

What is REACH

REACH is the new European legislation for the REGISTRATION, EVALUATION and AUTHORISATION OF CHEMICALS. Companies have to register chemical substances they produce or use in their products with the European Chemical Agency (ECHA) to demonstrate that the convential use of their substances poses no risk to humans and the environment.

Who is affected by REACH

The range of industries that might be affected is extremely wide, from Industrial Chemicals and Agrochemicals to Pharmaceuticals and Cosmetics all the way through to retailers of finished goods.
Manufacturers or importers of chemicals are responsible for registration when introducing the chemicals to the European marketplace. Companies using chemicals without producing new chemicals, named “downstream users”, may also be responsible for registration.

Manufacturers and importers of chemicals

have to register all chemicals if produced or imported in the EU in an amount of 1 tonne or more per year. Without registration, further use or marketing of the substance is forbidden.

In the context of registration, a technical dossier and, for substances in volumes over 10 tonnes per year, a Chemical Safety Report must be submitted.

Downstream users

are responsible for registration, if they, in addition to the purchased substances, also synthesise or import their own chemicals. Further, the downstream user has to confirm whether his use of a chemical is already accounted for in the Chemical Safety Report (CSR). If not, the user needs to contact the manufacturer and request that his use of the chemical be included in the CSR or prepare a CSR himself.

This applies to manufacturers and importers of chemical mixtures, and to manufacturers and importers of articles (finished goods).

Retailers

normally are not having obligations under REACH (for exceptions see our special retailers page). But retailers may be obliged to report absence or presence of Substances of Very High Concern (SVHCs) in the sold products.
